The mathematics of odds
Decompose a ticket's expected value division by division and the jackpot turns out to be a minority shareholder until the prize is enormous. We show the full table for US Powerball and UK Lotto.
A lottery ticket's expected value is the sum, across every division, of that division's prize multiplied by its probability:
EV = Σ (prize × probability)
Split that sum into two parts — the jackpot term and everything else — and something counter-intuitive falls out. For most of a jackpot's life cycle, "everything else" is the larger half. The advertised number on the billboard is not where a ticket's value lives.
A $2 Powerball line has eight fixed-cash divisions below the jackpot. Their probabilities come from the matrix and their prizes from the official prize chart. Multiply and add:

Two details are worth stopping on. The single largest contributor is the cheapest prize — the $4 for matching the Powerball alone contributes $0.104, nearly a third of the whole non-jackpot expectation, because it happens so often. And the whole non-jackpot stack returns 16.0% of the $2 ticket price ($0.3199 ÷ $2). Everything the game hands back below the jackpot amounts to about one dollar in six.
The jackpot term is simply advertised size ÷ 292,201,338. Add that to $0.319869 and look at the share:

At Powerball's $20 million reset the jackpot is worth about seven cents of a $2 ticket, and the small prizes are worth thirty-two. The crossover — the point where the jackpot finally supplies more than half the ticket's value — is at:
$0.319869 × 292,201,338 = $93.5 million
Below $93.5 million, the billboard number is the minority shareholder in your ticket. Since Powerball resets to $20 million and most draws are nowhere near nine figures, that is the majority of draws.
The break-even jackpot, where total EV reaches the $2 ticket price, is further out:
($2 − $0.319869) × 292,201,338 = $490.9 million

Since 10 June 2026 one £2 UK Lotto line enters two independent rounds, so per-round figures are doubled to get per-ticket ones. Per round, from the game procedures:

Per £2 ticket that is £0.728984 — 36.4% of the ticket price returned by non-jackpot prizes, more than twice Powerball's 16.0%. The reason is structural: UK Lotto has a fixed £1 million tier one step below the jackpot, and that single tier contributes £0.133 per round on its own. Powerball's equivalent Match 5 tier pays $1 million against far longer odds and contributes only $0.086.
The crossover for UK Lotto, using the doubled per-ticket figures and the fact that a jackpot pool is shared across both rounds:
£0.728984 × 22,528,737 = £16.4 million
UK Lotto jackpots start at £2 million and can roll five times before a Must Be Won draw, so the jackpot is a minority of the ticket's value in the great majority of draws.
Advertised jackpot size is a bad guide to value. A game whose jackpot doubles from $20m to $40m has raised your ticket's expected value by 4.4 cents — 11%. A game that quietly cuts its Match 4 prize from £140 to £50, as UK Lotto did in June 2026, removes £0.041 per round from every single line — an effect of the same order, invisible on the billboard.
Prize-structure changes are where real value moves. Operators rarely change the matrix, because players notice. They change the fixed prizes and the tier percentages, which players do not compute. The payout ratio league table is the aggregate view of the same phenomenon.
Jackpot-only reasoning gets rollovers backwards. People wait for a big roll and buy then, on the theory that value has increased. It has — but so has the number of other people doing exactly the same thing, which raises the chance of splitting. None of this makes a lottery ticket a good investment. The honest summary is narrower: at typical jackpots most of what a ticket is worth comes back through small prizes, and no jackpot on the board changes the fact that the total is well under the price.
