Scratch Card Design and Why the Near-Miss Is Deliberate

Instant game layouts are engineered artefacts. The near-miss is the clearest example of design doing psychological work.

A scratch card is a designed object, and almost nothing about its layout is incidental. The most studied feature is the near-miss: the card that shows two matching symbols and a third that just misses.

Why near-misses are a design choice, not chance

In a draw game, a near-miss is genuine chance — five numbers and no Powerball happens because that is what came out of the machine.

Instant games are different, because the losing cards are designed too. When the operator commissions a game, it does not print random symbols on the non-winning tickets. Every ticket's face is specified, which means the appearance of losing tickets is a deliberate choice: a losing card can show three unrelated symbols, or it can show two matching symbols and a near-match.

Both are equally losing tickets, with identical value: zero. They do not feel identical, and that difference is what is being selected.

What the research says about near-misses

The effect of near-misses on gambling behaviour is one of the better-established findings in the field. Reid's 1986 review, The psychology of the near miss (Journal of Gambling Behavior), set out the core argument: outcomes falling just short of a win increase play, even though they are, in payoff terms, ordinary losses.

Subsequent work found the effect has a neural signature — near-misses recruit reward-related brain circuitry in ways full losses do not, despite delivering no reward. Clark and colleagues' neuroimaging work in the late 2000s is the most cited demonstration.

The behavioural mechanism is straightforward once stated: in a skill game, a near-miss is genuine information — you nearly got it, adjust and try again. Human learning treats it that way automatically. In a chance game, a near-miss contains exactly no information, because there is nothing to adjust. The response fires anyway.

Other design features doing similar work

The scratching itself. Revealing symbols one at a time turns an outcome that was fixed months ago into a sequence of moments with suspense in each. A card that simply printed "loser" would have identical value and no experience.

Small prizes at the ticket price. In the prize structure worked through this cluster, 84% of winning tickets pay exactly $5 on a $5 ticket. These are refunds coded as wins, and they sustain the loop described in do scratch cards have better odds than the jackpot draw? — the counter is right there, and a "win" is naturally converted into the next ticket.

Headline prizes that carry the marketing. The two $500,000 prizes in a 4,000,000-ticket run contribute 25 cents of a ticket's $3.40 expected value, while the $5 and $20 tiers contribute $1.85. The top prize sells the game and is almost none of the game (the EV breakdown).

Themes and tiered price points. Higher price points return more (63% to 74%), which gives a genuine reason to trade up — and trading up raises absolute expected loss per ticket.

Is this sinister?

It is worth being precise rather than indignant.

The prize structures are published. Payout percentages are disclosed. Overall odds are printed on the card, and in many jurisdictions prizes-remaining data is published game by game (how to check). By the standards of consumer products, instant games are unusually transparent about their mathematics.

What is not disclosed is the design intent behind the visual and structural features — the near-miss layouts, the refund-as-win tier, the placement of suspense. Those are engineered to encourage continued play, and no jurisdiction requires that to be stated on the card.

So the honest framing is not "the game is rigged" — it is not, and the auditing regimes are real. It is that the mathematics is disclosed and the psychology is not.

What to do with this

The countermeasure is unglamorous and effective: decide the amount before you start, and treat winnings as money rather than as credit. The reinvestment loop is the specific thing the design is built to encourage, and it is the specific thing a pre-committed budget defeats.
