The shop with three winner banners in the window isn't blessed — it's busy. A Poisson calculation shows a store selling ten times the tickets produces about ten times the winners, and Texas news coverage confirms it.
Every city has one: the petrol station or newsagent with "WINNER SOLD HERE" banners in the window, where people drive across town because the place is "lucky". The banners are real. The luck is an arithmetic illusion, and it takes about four lines of maths to dissolve it.
A lottery terminal does not know which shop it is bolted into. Every ticket, wherever it is printed, carries the same 1 in 292,201,338 chance at the Powerball jackpot. So the expected number of winners a store produces is simply:
expected winners = tickets sold × probability per ticket
Sell ten times the tickets, expect ten times the winners. That is the entire phenomenon. Everything else is marketing.

Corner Store sells 500 Powerball tickets per draw. At 104 draws a year for 10 years, that's 500 × 104 × 10 = 520,000 tickets.
Mega Mart sells ten times as much: 5,000 tickets per draw, 5,200,000 over the decade.
Same game, same odds per ticket, zero luck involved — yet over ten years Mega Mart is roughly ten times as likely to hang a jackpot banner (1.8% vs 0.18%) and has better than a one-in-three chance of producing a million-dollar winner while Corner Store's chance is about one in twenty-three. Multiply across a state with thousands of retailers and the high-volume stores reliably accumulate winner after winner. Their per-ticket odds never budged.
You don't have to take the model's word for it — local news keeps running the experiment. When Austin's KVUE compiled the luckiest and highest-selling lottery stores in Central Texas, the two lists pointed at the same kind of place: the stores that moved the most tickets in the region also headed the winners table. In the Houston area, KHOU profiled a Rosenberg gas station celebrated as one of the "luckiest" lottery sellers — a shop that bills itself as the number-one lottery seller in Texas, with a string of big scratch and draw wins across two decades. Number-one seller, number-one winner-producer. λ scales with volume; the Poisson does the rest.
Three biases stack up:
There's even a selection effect within a single week: when a jackpot rolls up, volume surges everywhere, so big wins disproportionately trace back to whichever stores handle surge volume best — the big ones, again.
No — and it doesn't help you either. Your ticket's probability is fixed by the game's combinatorics, not the terminal's postcode. If the detour costs you petrol, it has negative expected value; otherwise it's harmless theatre. The one choice at the counter that does have measurable financial consequences is which numbers are on the ticket — not because any numbers win more often, but because popular numbers split jackpots more ways. The same "more trials, more hits" logic explains most lottery folklore, from hot numbers to the guaranteed-looking streaks in patterns are guaranteed: give randomness enough attempts and it will decorate somebody's window. The banner tells you where the tickets were sold. It has never once told you where the next winner will be.
