Finland: the rules

Veikkaus winnings and prizes from lotteries licensed in the EU/EEA are tax-free for Finnish players — the operator pays lottery tax instead. Winnings from games outside the EEA are taxable as earned income. Finland is moving to a multi-licence gambling system (targeted for 2027), which is not expected to change the tax-free treatment of licensed wins.
