Portugal: the rules

Portugal applies 20% stamp duty (Imposto do Selo) to prizes from Santa Casa social games — Euromilhões, Totoloto, lotteries — on the portion above €5,000. The duty is withheld at payout, and prizes of €5,000 or less are exempt.
