Yes, a wheel improves your odds — by exactly the factor by which it increases your spend. What it genuinely changes is the distribution of outcomes, and that is worth understanding.
Search for lottery wheels and you will find claims that wheeling "dramatically increases your chances" and "guarantees wins". Both statements are literally true and thoroughly misleading. Here is the arithmetic that sorts out which is which.
"A wheel increases your chances of winning."
Yes. So does buying a second ticket. A wheel of 84 lines has 84 times the jackpot probability of a single line, and costs 84 times as much. Every combination in a draw is equally likely, so the probability that at least one of your L distinct lines is the winner is exactly:
P = L ÷ T
where T is the total number of combinations. That formula does not contain a term for how you chose the L lines. Structure is irrelevant to it. Consequently:
No arrangement of L lines has better jackpot odds than any other arrangement of L lines. A wheel, a system, 84 random quick picks, 84 lines of your children's birthdays — all identical at 84 ÷ T.
Since expected value is (probability × prize) summed over divisions, and probability per line is fixed, expected return per dollar is identical too. There is no wheel that beats no wheel per dollar spent. If there were, it would be a money pump, and the operator would have removed it.
"A wheel guarantees a win under stated conditions."
Also true, and genuinely a property of the structure rather than of the spend. A full wheel of 7 numbers in a 6-ball game guarantees a jackpot if all six winning numbers are inside your seven. An abbreviated "3 if 4" wheel guarantees a 3-number line if four drawn numbers land in your set.
The word doing all the work is if. These are conditional guarantees, and the conditions are themselves lottery-sized improbabilities. A guarantee that triggers with probability 1 in a million is not a safety net; it is a description of what your ticket looks like in a scenario that will almost certainly never occur. Here is the effect that is real, that sellers rarely explain properly, and that you should decide about deliberately.
Lines in a wheel are correlated. They are built from a small pool of numbers, so they succeed and fail together. Lines chosen at random are close to independent. Two portfolios with identical expected value can have completely different distributions:

Run System 8 vs 12 standard games for the ball-by-ball count: a System 8 that catches five of the six winning numbers pays 3 five-match lines, 15 four-match lines and 10 three-match lines simultaneously. Twenty-eight random lines in the same draw would almost certainly pay one small prize or nothing.
So a wheel converts many small, scattered outcomes into fewer, larger, clustered ones. Whether that is an improvement depends entirely on what you want from the ticket. It is a preference, not an edge.
Not in probability — in payout size. Prize pools in most draw games are shared among winners, so what you take home depends on how many other people picked your combination. Numbers under 32 are heavily over-played because of birthdays; visually tidy patterns are over-played because they look deliberate.
A wheel built from high numbers and shapeless spreads will, on average, share less if it wins. That does not change your probability of winning by a hair — it changes the size of the cheque conditional on winning. A wheel is a legitimate, well-understood way to organise a multi-line entry. It buys convenience, a conditional low-division guarantee, and a lumpier outcome distribution. It does not buy better odds per dollar, better expected value, or any information about which numbers will be drawn — because nothing can.
