Israel taxes lottery and gambling winnings at 35%, withheld by Mifal HaPayis, on prizes above an indexed exemption ceiling (about ILS 33,000-34,000), with a partial exemption band up to roughly double that amount before the full rate applies. Very large winnings can also attract the additional 3-5% surtax on high incomes.
