Mexico: the rules

Mexican lottery prizes carry a federal ISR withholding of 1% (rising to 21% where the state levies a local prize tax above 6%), plus state prize taxes of up to about 6% depending on where the ticket was sold. The withholding is made by the operator and is generally a definitive payment.
