Michael Carroll

Michael Carroll was a 19-year-old part-time refuse collector in Norfolk when the only ticket matching 5, 28, 32, 39, 42 and 48 in the UK Lotto draw of Saturday 2 November 2002 took the entire GBP 9,736,131 jackpot. He collected the cheque while wearing an electronic offender tag imposed after a public-order conviction, and the tabloids named him the 'Lotto Lout'. He gave GBP 1 million each to his mother, aunt and sister, placed about GBP 3.9 million in an investment bond and around GBP 1 million with an investment manager, then spent heavily on houses, cars, jewellery, parties and drugs. He was given an anti-social behaviour order, and by 2006 was reported to be close to broke. In 2010 he returned to refuse collection. Interviewed in 2023, he said he did not regret how he had spent the money, would not be setting any of it aside for his children, and that 'all the nonsense is in the past'.

As of 2023 Carroll was reported to be living in a one-bedroom council flat in Elgin, Moray, doing manual work including quarry and logging jobs, and saying he was happier than when he had the money (2023).
